Where oh where is the natural ground? Answer: there is none. It's Queen Anne Hill after all. Pick something high and vegetated near the fire station and call it good. The property issue really is not a problem but figuring out where the HP is on this one is pretty much just an exercise in lowering your standards on what it takes to count a summit.
